| Agenda for WRC 2003 One of the main tools to manage the spectrum efficiently are the Radio Regulations. These are contained in an international treaty agreed at a World Radio Conference or WRC. These meetings are held every 2-3 years, and make the main decisions about changes to the RR including creating new allocations. The time between WRCs is used in preparation for the next conference, with work based upon its Agenda, which was one of the agreed documents at the previous WRC. The last WRC was WRC 2000, which was held in Istanbul in May and was attended by over 2,500 delegates, including those from Transfinite Systems. It revised the RR and decided upon the Agenda for WRC 2003. The work was broken down by Agenda Item, and then allocated to ITU-R groups which are responsible for completing the work. This could take the form of either new Recommendations or text for the Conference Preparatory Meeting, or CPM, which preceedes WRCs. One ITU-R group is designated to lead work on a particular Agenda Item while others with particular expertise related to that topic are also involved. Visualyse can be used to develop the work within these ITU-R groups, as it is designed to be a flexible study tool.
