| Agenda for WRC 2007 One of the main tools to manage the spectrum efficiently are the Radio Regulations (RR), which are agreed at a World Radio Conference or WRC. These meetings are held every 2-4 years, and decisions made includes the creation of new allocations. The time between WRCs is used in preparation for the next conference, with work based upon its Agenda and Resolutions, which are some of the agreed documents at the previous WRC. The last WRC was WRC 2003, which was held in Geneva in June and was attended by over 2,500 delegates, including those from Transfinite Systems. It revised the RR and decided upon the Agenda for WRC 2007. The work was broken down by Agenda Item or Resolution, and then the Conference Preparatory Meeting (CPM) which followed directly after allocated them to ITU-R groups which are responsible for completing the work. This could take the form of either new Recommendations or text for the CPM, which preceedes WRCs.
