Liberalisation is now a driving force in spectrum management in many parts of the world.

The attempt to introduce market mechanisms to determine the value of spectrum leads to a requirement that spectrum is a tradable asset.

A concept of service and technology neutrality emerges which means that a license holder can sell his license to someone who wants to change the use of the spectrum. Theoretically, removal of service limitations is a step towards an efficient market in spectrum.

Practically of course it is more complex than just opening up spectrum for any use. Change of Use (CoU) is governed by technical criteria embodied in Spectrum Usage Rights (SURs) which capture the essential details of the license.
