Description of work:

This agenda item relates to urgent studies within the ITU-R concerning the need for additional measures to limit uplink transmission of terminals in accordance with RR 18.1 and possible methods that will assist administrations in managing unauthorized operation of earth station terminals deployed within its territory.

Comments: RR 18.1 states that "No transmitting station may be established or operated by a private person or by any enterprise without a licence issued in an appropriate form and in conformity with the provisions of these Regulations by or on behalf of the government of the country to which the station in question is subject". With increasingly open markets and movement of people it becomes increasingly hard to regulate electromagnetic equipment and this AI seeks to study this issue further.
